Who we are
The Oxbridge Foundation was established in 2023 by Stephen and Helen Clarke with a single conviction: the talent displaced by war is not a burden — it is a strategic asset.
We work at the intersection of British and Ukrainian expertise — delivering entrepreneurship bootcamps at Oxford with UC Berkeley SCET, hosting high-level forums on critical infrastructure security, and providing fully funded scholarships to students whose education was interrupted by war.
Three years in, the results are measurable. The next chapter is already underway.

Oxford Entrepreneurship Bootcamp
Five days. Oxford. UC Berkeley. Real startups.
The Oxbridge Foundation Bootcamp brings together students from Oxford, Ukraine and beyond for an intensive entrepreneurship programme at Keble College, Oxford — delivered with UC Berkeley's Sutardja Center for Entrepreneurship and Technology.
In December 2025, five startups were built in five days — including NourishU, created by a displaced Ukrainian student from the University of Aberdeen and a team spanning four countries.

Port Infrastructure Protection Forum
Is critical port infrastructure in the UK and Europe truly secure? On 29 April 2026 in London, the Oxbridge Foundation co-hosted a landmark forum with leading experts in maritime security, defence and international policy.
The keynote was delivered by His Excellency Ambassador General Valerii Zaluzhnyi, who outlined a new philosophy of infrastructure security — and why Ukraine's operational experience is the key to protecting British and European ports.
Four expert panels. One conclusion: the existing regulatory frameworks are not fit for purpose — and the people needed to rebuild them are already here.
Scholarships
Since 2023, the Oxbridge Foundation has provided fully funded scholarships and programme places to Ukrainian students whose education was disrupted by war — enabling them to study at Oxford and participate in world-class entrepreneurship programmes. These scholarships are intended to provide a lifeline to dislocated Ukrainian students whose educational aspirations have been severely compromised by the relentless spectre of war.
These are not temporary measures. They are investments in the professionals who will lead Ukraine's recovery and build the next generation of British-Ukrainian partnerships in infrastructure, technology and innovation.
Through our collective efforts, we aim to foster resilience and empowerment in the face of adversity, ensuring that these deserving individuals are not merely survivors, but victors in their academic pursuits.

The Oxbridge Foundation develops the next generation of British-Ukrainian innovation leaders — and turns that talent into measurable strategic value for the partners who back us.
We do this through three programmes that reinforce each other:
